Management plan

Undertaking with responsibilities


It is a privilege to take care of a World Heritage Site, and in undertaking with responsibilities. Unesco requests a management plan for every World Heritage Site. Therefore, a joint management plan has been produced for Gammelstad Church Town through a process involving parties with an interest in the World Heritage Site area. The management plan sets out how the Church Town is to be maintained so that the social historic values are assured, at the same time as the area is developed into an attractive tourist destination. 

Plan produced in a joint process


In February 2006 the first seminar was held with representatives for owners, public bodies and other organisations. The participants learned about the World Heritage Site concept and the process where Gammelstad Church Town became a World Heritage Site. A working group was then set up, which has since worked with the content and text to Part 1 of the management plan. 
 

Focus groups


A first draft of Part 1 of the management plan was presented to a large group of owners, public bodies and other organisations on 6 April 2006. The participants had the opportunity to put forward their views through the group projects that took place. At this seminar, five priority areas were agreed upon; collaboration and shared responsibility, awareness and participation, physical environment and upkeep of buildings, visitors and attractions and a living Church Town. In each priority area, one or more focus groups have worked with goal formulation and action proposals. In summer and autumn 2006, the focus groups met 1-3 times. The work in the focus groups has led to rewarding discussions and action proposals.

In Part 2 of the management plan, there is a list of all those who in different ways have participated in the work. The World Heritage Site coordinator has convened all the focus group meetings and acted as secretary. The focus groups´ work was summarised in Part 2 of the management plan, where necessary measures for the coming four years were set out and the person with overall responsibility for each measure was stipulated. In spring 2007, Parts 1 and 2 were circulated for comments among the organisations involved. The views received were incorporated in the management plan by the working group.

  • Luleå Municipality (Municipal Executive, Public Works Committee, Arts Committee, Recreation Committee, Child and Education Committee and the Business Development Office, Information Office and Rescue Service).
  • County Administrative Board in Norrbotten County
  • Nederluleå Folklore Society
  • Norrbotten Museum
  • Visit Luleå
  • Road Administration, Northern Region

Involved custodians with responsibility for the management plan


Each organisation is responsibility for the management plan being addressed by the different parties, and they are; Luleå Municipality (Rescue Service, Information Office and Business Development Office, Arts Committee, Recreation Committee, Public Works Committee, Local Housing Committee and Child and Education Committee), Nederluleå Parish Church Council, County Administrative Board in Norrbotten County, Norrbotten Museum, Church Cottage Owners´ Association, Church Town Society, Visit Luleå and the National Road Administration. 

 


We have come this far


Each involved party/custodian is responsible for deciding on Part 1 of the management plan in its entirety, and the party´s/custodian´s own commitments as stated in Part 2 of the management plan. Several organisations have done this during 2008.
